OpenAIRE and OpenAIREplus - From the Pilot Project in FP7 to European Open Research Outputs Portal (Not Only in Horizon 2020)

Abstract

The article provides a brief review of results of a three-year (2009–2012) OpenAIRE (Open Access Infrastructure for Research in Europe) project (http://www.openaire.eu) funded by the European Commission’s Se­venth Framework Programme (FP7), whose aim was to develop a pan-European network of open repositories providing free access to scientific publications of authors who have received financial support from the FP7 European Commission (EC) or the European Research Council (ERC). The aim of the follow-up project OpenAIREplus (2011–2014) is to enrich the infrastructure by providing links to related datasets, project details, author information and to expand to others funding (beyond EC or ERC), on both international and national levels. Support for open science, visibility and reuse of research data, as well as EC open access policies and recommendations have been identified as crucial tasks of the project. The paper will describe in more detail the OpenAIREplus project goals and objectives achieved so far. Current situation in the Czech Republic in compare with the situation in the states of other project participants will be given as well as summary of tasks that are necessary in the field of open access in the Czech Republic to deal with. EC’s next funding programme, Horizon 2020, will ensure EC commitment to open access. Czech Republic as a member state of the European Union has been also committed to accept the Commission Recommendation of 17 July 2012 on access to and preservation of scientific information. Therefore, it is necessary to create an environment in the Czech Republic to meet the needs and conditions of the open access to research outputs from public funding.
