Abstract:

The article describes current trends in the use of Open Access, an open source software, and Open Document Format standards in the field of information services and electronic information resources and services. It examines the advantages and disadvantages of the above mentioned services and products in comparison with paid access to library services and the use of encoded software. Apart from the economic analysis the author also deals with the question of information systems security as this is well to be documented in his view, in addition the author has had a long-term experience with information systems security. In conclusion, the article mentions recommendations to be implemented in the field of library and other information services.

About author:

Czech University of Agriculture, Faculty of Economics and Management, Department of Information Technologies from 1995 – present, assistant professor. Scope of employment: establishing curricula, guarantee and instruction of SW oriented subjects (informatics, C++ programming language, information systems security). Establishment of a new subject The principia of computer data security (later Information systems security) in cooperation with dr. Brechlerová). Supervision of diploma and bachelor works mainly from the field of informatics and IT security. Head of several grant projects (TEDF, CUA internal funds, FEScience funds), cooperation in solving grants by TEDF and ME grants (VZ 411100010). Author of 5 patents and co/author of several books (chapters), both national and foreign, university texts and approximately 50 conference contributions (both in the Czech republic and abroad), articles in magazines etc., mainly from the field of IS security, systemic access in the use of IT etc. Demand lectures at universities in the USA, in Malaga and Tampere. Member of the 11.7 IFIP group (relationship of law and security), ISA RC51 Sociocybernetics. Security interests: systemic access to IS security, electronic signature, authentication, breach detection, security education, IT security features etc. Member of the Journal of Computer Virology, Springer Verlag France, advisory board.
